Garissa, Kenya: Kenyan security agencies have circulated a picture of wanted Al-Shabaab terrorist and raised bounty from Sh 5 million to Sh20 million on information that may lead to his arrest.

The security agencies said Mohamed Mohamud aka Dulyadin aka Gamadheere from Garissa is the one behind the attack in Garissa University, which happened on Thursday leaving more than 17 people dead and 70 wounded.

They want anyone with information that may lead to his arrest to help them.

Gamadheere is Al-Shabaab’s Jabha leader for Juba region, Somalia. He is currently in charge of external operations against Kenya.

It is not clear if he has been to Kenya of late. It is the second time that Kenya is placing a bounty on his head. Last December, a Sh2 million bounty was placed on his head.

“He is the one behind this latest attack. He had been linked to the one of Mandera last December and November in which more than 60 people were killed,” said a senior security official who asked not to be named and declared an official communication would be issued.

When the first bounty was put on his head, his brother who resides in Garissa surrendered to police and was grilled before he was freed.

“He commands the militia along the border and is responsible for cross-border incursions in the country,” said part of a statement released by police last December.

The December statement said he had intensified attacks in Northern Kenya and Coast region, particularly Garissa, Mandera, Lamu.

He has three wives, with the first one, whose identity is unknown, being a resident of Huda near Ras Kamboni who hails from the Majerten Clan.

“The second wife (identity unknown) is from the Marehan clan and lives in Garissa.

Gamadhere is believed to be religious and has been a Madrassa teacher for several years. According to police, he worked for Al-Haramain Foundation between 1993 and 1995 before the institution was closed. At the time he was known as Sheikh Mahamad.

He later became a teacher and principal at Madarasa Najah in Garissa from 1997-2000 where his extremist tendencies became more manifested. He thereafter joined Al-Shabaab after being motivated by the ideology of Islamic courts Union (ICU) to establish an Islamic statehood in Somalia.

It is reported that majority of the terror attacks being committed in Garissa are by former students of Madarasa Najah. Most of the recruits were drawn from close family members and clan mates.  Gamadhere used the ideals of caliphate governance to persuade and recruit his students to join the Islamic courts Union and later to join Al-Shabaab.

The militant group had established a Jabha Unit in every region of Somali and was charged with carrying out attacks against foreign troops. He is also credited with having an extensive terrorist network within Kenya particularly at the Dadaab refugee camp.

Gamadhere claimed responsibility for the November 22, 2014 Makka bus attack in Mandera where 28 people were killed.
